10 3/4" ID Gum Rubber Boot, Cut to Length
The 10 3/4 inch gum rubber boot is sized to slip over 10 inch nominal pipe, which measures 10.75 inches across the outside. If you measured the pipe and got 10 3/4, this is your size. If you measured the inside of an old boot and got 10 3/4, this is still your size.

On a batch plant this is a weigh batcher discharge and a cement fill line size. On a cement terminal it is a common loading spout connection. In dust collection it is the flex between a fan inlet and the ductwork, where the sleeve is doing vibration isolation as much as sealing.
A 1/4 inch wall covers most of it. Where cement or fly ash is running through, 1/4 inch still works because the material is fine and does not gouge. Where aggregate is falling through, go to 3/8 inch. Abrasion, not flex fatigue, is what kills a boot on the aggregate side of a plant.
Length is the number people get wrong. Measure the gap the boot spans and add 3 to 4 inches of overlap on each end so the clamp has rubber to bite. A boot cut exactly to the gap has nothing to clamp to.
